The appearance of UCC which is called "discovery of creation continent by creation generation" is destroying the position of media which is consistent with public concepthaving participation of general public and opening as the basic step and the system of information supply by elitism. It is under creating a new digital journalism by providing exchange places of bidirectional communication through web casting of internet media which ensures vigorous expression and participatory desire of sensible mass. The shortcomingsof UCC in the view of journalism are lack of publicity, objectivity, reliability and balance, and deficiency of responsibility. The characteristics can be rather found in the fact that they are unprofessional, unsystematic and non-institutional images. But, high propagation speed and strong power offorming public opinion are features of UCC other media can not match because the interaction of general public over UCC is great and because UCC is out of control. UCC is expected to form another axis of image media through showing 3 major functions summarized by recreation and leisure function, observation and accusation function, and creation and expression function. It will sometimes refuse the authority of the existing media system through freely producing diverse contents to which general public can easily access and will comparatively supplement it at other times. In the future, combination of expressional desire of individuals and reaction of general public is expected to be formed more sensitively in proportion to the development of digital power. ‘Real-time nature and bidirectional character"of digital image media will form the main axis of the structure of distribution and consumption of information sent by individuals. UCC is positioned at its center. In conclusion, UCC will greatly contribute to prosperity of grass-roots democracy through construction of "sharing culture" or "participating culture" which is the core of modern community culture. “창조(創造)세대에 의한 창조대륙의 발견”으로 불리는 UCC의 등장은 대중의 참여와 개방을 기본 단계로 하여 공(公)개념으로 일관해 온 미디어의 위상과 엘리트주의에 의한 정보공급 체계를 무너뜨리고 있다. 그것은 감성적 대중의 왕성한 의사 표현과 참여욕구를 담보하는 인터넷 미디어의 웹 캐스팅에 의해 쌍방향 소통과 교류의 장을 마련하여 새로운 디지털 저널리즘을 창출하고 있는 중이다. 저널리즘 측면에서 본 UCC의 단점은 공공성과 객관성, 신뢰성과 균형성의 결여 그리고 책임성의 결핍이다. 그 특성은 오히려 非전문적, 비조직적, 비제도적 영상이라는 점에서 찾을 수 있다. 그러나 UCC는 대중의 상호 작용성이 크며 탈(脫) 통제적인 만큼 빠른 전파력과 강한 여론형성의 힘은 타 매체가 따를 수 없는 特長이 되고 있다. UCC는 오락, 위락기능, 감시, 고발기능, 창조, 표현기능으로 요약된 3대 기능을 발휘하여 영상 미디어에 또 하나의 축을 이룩할 전망이다. 그것은 대중에 접근 용이한 다양한 콘텐츠를 자유롭게 생산하여 기존의 매체의 시스템과 권위를 거부하기도 하고 상대적으로 보완하기도 할 것이다. 향후 디지털 파워의 발전에 비례하여 개인의 표현욕구와 대중 반응의 결합은 보다 민감하게 이루어질 전망이다. 개인발신의 정보유통과 소비구조는 디지털 영상 미디어에 의한 “實시간성과 쌍방향성”이 주축을 이루게 된다. UCC는 그 중심부에 위치하고 있다. 결론적으로 UCC는 현대 공동체 문화의 핵심인 “함께하는 문화” “참여하는 문화”를 구축하면서 풀뿌리 민주주의의 융성에 크게 기여하게 될 것이다.
